Why is there a blue dashed line around my text box?

hi, wondering why there blue dashed line around text box? looked in forum, , other answers did not apply - not grouped item , not hyperlinked.

the issue when package document, item doesn't appear in pdf. (the pale blue text box behind does, has normal line has no dash).
