Distributing Apps to iOS devices and Windows 8.1 phones to restricted group

we develop relatively simple app (essentially knowledge base) use on ios and  windows 8.1 phones employees : app should not available outside organisation , therefore shouldn't appear in normal app store.

 

 

* having researched this, looks answer ios distribute using apple developer enterprise program. has managed this, , work apps generated phonegap build cli?

 

 

* windows, seems more complicated. 1 option might apps on store beta (https://msdn.microsoft.com/en-gb/windows/uwp/publish/beta-testing-and-targeted-distributio n) can target 10,000 users. however, 2 drawbacks there no way revoke access, , guess isn't intended purpose beta system.

 

 

alternatively, other option (other store, can't used app restricted group of users mentioned) seems using intune (https://docs.microsoft.com/en-us/intune/deploy-use/add-apps). has done phonegap app? however, requires access management of corporate intune configuration, our department won't have.
