how to balance img dimension decrease w/ quality
lets have 1800x1200 img , want upload on web @ 360x240
does make sense lower quality of image because of fact smaller image, pixels compressed , hence u can reduce quality without affecting how picture looks
if so, there standard ratio of image size shrinkage quality % reduction....or maybe more simple quality % can image without decreasing image looks?
and finally, there actual difference between standard exporting , exporting "save web" option because same configurations, seems file sizes exact same

are referring quality when exported "lossy" file format jpeg? there's going reduction in quality. if you're referring resampling while resizing, "bicubic sharper" way go reductions. (check out under image > image size on menu bar , choose "bicubic sharper," under resampling option. can leave on automatic too; photoshop pretty @ choosing right resampling option based on enlargement or reduction.)
that depend. see above. jpeg saved @ 60% quality not going have detail jpeg saved @ 90% smaller in file size.
