short answer - can produce effect have ever seen in video or commercial in ae if have right assets start with.

 

longer answer - ae more flying f-18 off aircraft carrier @ night in storm driving car down country road on summer day. both require training, need lot more training fly plane drive car. can recreate sample video using illustrator , after effects you'll need study on how use software. involve layers, distortion effects , keyframes. if new ae please start here: basic ae

 

when basic understanding of how tools work , how simple animation learn how create layered artwork in illustrator different things want animate right size project , on separate layers. import illustrator file composition , animate movement. when movement down apply distortion effects layers want move foreground elements in image:

i see @ least 9 layers in animation. starting bottom: 9 - purple background, 8 - first set of blinking yellow dots (fireflies), 7 - layer of moving bushes, 6 - trees, 5 = middle row of purple bushes, 4 - ground, 3 = brown bushes not moving, 2 - closer layer of blinking fireflies, 1 - dark moving row of plants in foreground. layer 1, 5 , 7 have position , distortion animation applied. 2 firefly layers 4 layers animated opacity make total of 11 layers in comp.

 

when stuck come forum specific questions. include screenshot of composition modified properties of layer having problems revealed. reveal modified properties selecting layer , pressing u key twice. can print screen on windows , paste screenshot reply field on forum or can use shift + ctrl/cmnd + 3 on mac take screenshot , drag desktop can solve problems.
