Can't open project files due language "damaged file error"

i wondering if me out, seem spending better part of days when studio navigating around premier pro cc bugs , it's becoming extremely frustrating. other day experienced bug timeline opened in twin monitor setup became locked upon opening on machine twin monitors until dragged premiere application gui's second monitor , again unlock timeline.

 

this latest issue opening files worked osx machine user account setup in japanese , working on premiere projects passing them off other users osx user account setup in english. have editor japanese working on machine in japanese language on osx using english installed or japanese installed premiere once saves file our other macpro me logging in under user account in english gets thrown error "the project appears damaged, cannot opened". change account japanese language settings , doesn't help, change premiere pro cc 2017 japanese language , doesn't work. log out of user account , machine user account in japanese , file seems open. can't have users different user accounts , different languages sharing profile files.

 

the project files no damaged or broken there huge issue different languages, osx language settings or premiere pro language settings have no idea feel i'm beta testing program endless bugs , chewing productivity increasingly.

i have very high degree of confidence experience significantly improved if change method of operation following:

 

1. switch machines windows 10.

2. use single monitor on machines. (buy larger monitors if need room.)

3. use single language on machines.
