Layer order problems

-

on master page of our website, placed fixed menu in "menu" layer.

on webpages, place content in "content" layer.

why muse place fixed menu behind content? (in preview mode, in different browsers)

i cannot find solution, maybe you?

could share site (or better: "reduced"version of it: 1 page, no images) on dropbox or similar service, can have look?
