Fine tune ruler tool position

is there way can fine tune position of ruler tool in cc?  find dragging around pivot point not fine enough.

you'be posted in lounge, general discussion forum not set technical support. please provide name of software program you're using, , can question moved appropriate software support forum.

 

in cases, i've found dragging rotate effective if dragging far away pivot point possible. it's easier click in text entry field rotation value, , use up/down arrows adjust. may vary depending on program you're using.
