Removing a colour 'cast' on a clip

hello

 

the movie clip have 40 minutes long , on 20 years old. have converted vhs tape , saved mpg file , installed onto pc. when play file in vlc media player first 5 minutes have green cast.

 

in premier elements 11, have managed remove of cast playing around effects | colour | hue, saturation , brightness first few minutes of clip in black , white.

 

due age of original vhs tape , fact has undergone conversion, not expecting warner bros performance premier elements, possible remove or lessen green cast without affecting other colours in first 5 minutes of clip?

you can slice or split clip segments effects applied segments not others.

 

although fixing color casts, adjustments work better effects
