After Update to Photoshop CC 2017 I can no longer set open files to Default Program

this happened last major update adobe did if notes correct (and since note , not memory i'm are).

 

immediately upon upgrading 2017 version of photoshop cc tried associate .jpg files open (by default) photoshop cc 2017.  and, last time, program not appear.  now... if want associate same files lightroom shows up.  gives?  ask add bit of code (or lot of code) these links aren't difficult reassociate with?  btw, when tried associate .psd files photoshop cc 2017 guess what??  that!  program showing 'sometimes' , not showing @ others???

 

i'm photographer , i've faithfully used product quite time... teach basic photoshop classes.  so, when go class next week i'll guarantee 1 of first questions i'm going is: "mr. lonnie, how set .jpg files automatically open-up in photoshop?"

 

i hate having tell them, "well, students... here's problem.  adobe, multi-million dollar company put out upgrade without making glitches out of it.  but, don't worry it... i'm quite people work adobe wouldn't mind if took car dealer upgrade stereo system , when returned gas gauge no longer worked.  in other words, don't sweat it.  sure, it's hassle hey -- looks snazzy person standing , looking contemplatively ice cavern -- or whatever is."

 

what i'm trying is: help!!!!

 

i've read through every 'help' suggestion in forum , tried them all.  nothing has worked please not refer me them or suggest same.

use context menu > select open with.. > , navigate default app want use.  tick 'always use app open file type' option
