Photoshop not working and illustrator acting weird

after updated cc2017, i've had issues ps , illustrator. might unrelated of course.

 

when start photoshop, gets point program open menu on top (although on half of "help" cut of), without panels, before "photoshop has stopped working"-alert.

with illustrator, when start mouse-pointer gets loading symbol flickers, when not in program, until close it. can half-use of tools (when hovering on artboard cursor flickers , active tool-cursor long move it), whole program kind of unstable.

 

i've tried updating (gpus, os, cc), tried disabling each , both of gpus (have disabled gpu in illustrator, while in photoshop can't far enough access menu), , tried restarting computer ofc. haven't downloaded plugins, neither cc-program or browsers or other program. i've tried reinstalling photoshop multiple times, no change.

 

lightroom works perfectly, luckily. haven't tried other cc-programs.

 

can't seem find solution in rest of forum or on adobes troubleshooting sites, , feel i've tried everything. need these programs exams!
