Workspace & Select and mask not working

i subscriber of adobe cc photographers. upgraded new computer , installed creativecloud , through cc lightroom , photoshop.vwith lightroom went smoothly. photoshop installed without problems, not work correctly.

 

i'm unable change workspace photography. in try switch start page photoshop gives me error message "could not apply workspace because file locked, not have nessessary file permissions, or program using file. use properties command on windows unlock file". if try swith after i've opend image photoshop gives error mesage "could not open workspace because file not found".

 

if try run select , mask photoshop gives error message "could not apply select , mask because file not found"

update own question.

 

by pressing shift when opening select , mask drop down menu can launch old refine edge tool.

 

seems there other issues photoshop open resent shows nothing when open app.
