Clone Tool Problem

when activate clone tool holding down alt key , clicking on area want clone, image automatically duplicates , acts have enabled move tool. means can't clone @ because trying move area moves image. have not enabled move tool. have rebooted computer, changed photoshop factory defaults, reset clone tool "reset tools" , still problem persists. moving cursor around screen moves top image - see screen capture. has struck before/any idea how fix it.

do have clipped unchecked?

 

the easiest way fix problems reset tool left end of options bar.  in fact rest tools when need this, because unlike preferences, there not many down sides.
