Scratch Disc filling up with temp files

hello,

i using photoshop via cs6, under windows 10 os.

 

for whatever reason, right-clicked on scratch disc 1 of solid state things looks stick of ram, 256 gb, , nothing else except function scratch disc.

 

i shocked see not half full, holding temp folders - of them going 3 months. ( ? )

 

i thought these things supposed purged on closing. or opening ( ? )

 

i see guidance on net how temp folders through start-up, , manually remove them - why there @ ?

 

isn't there way set them - empty on closing, etc ?

if have set photoshop scratch disk , functioning when photoshop closed down photoshop should  return scratch space use free space.  if unplug external disk without first closing photoshop down there files on external disk  created photoshop.  when  close photoshop down not able return scratch space used file system free space. if external disk sole roll photoshop scratch disk can format ssd quick format. before|after using photoshop.
