Keyframes Shift When Duplicating Clip

i'm experiencing odd/incorrect behavior premiere cc 2017 , did not see mentioned/addressed when searched it.

short version:

     > alt+drag 1 clip results in effect key frames of duplicate clip shifting -1 frame (occurring earlier).

     > alt+drag multiple-selected clips result in dupliciate clips except first clip in selection exhibiting behavior.

          > further duplicating multiple-selected clips result in greater shift in key frames on time (ex: -2 frames difference after 3rd duplicate set made).

               > continual decay of key frames still not appear in first clip in selection, , has not been observed when duplicating 1 clip

     > haven't used premiere in month, , last used did not notice behavior

longer version/concrete example completeness' sake:

     i'm doing light animating using presets in premiere cc 2017 in 60fps sequence

     have image clip (a png) "flips up"

          effect 1: basic 3d

               tilt- @0:00 keyframe1 = 0° -> @0:20 keyframe2 = 90.0° -> @0:40 keyframe3 = 180.0°

              distance image- @0:00 keyframe1 = 0.0 -> @0:40 keyframe2 = -30.0

          effect 2: drop shadow

               opacity- @0:00 keyframe1 = 0% -> @0:40 keyframe2 = 50%

               distance- @0:00 keyframe1 = 0.0 -> @0:40 keyframe2 = 14.0

     split/razor clip @0:20 since it's rotating back-side, has second image (png, again- image changed using replace clip...)

          because upside-down @ point, add vertical flip preset above basic 3d (so first-applied effect)

     [new] image later lowers down, use separate clip (negative notating "from end-of-clip")

          effect 1: basic 3d

               distance image- @-0:40 keyframe1 = -30.0 -> @-0:00 keyframe2 = 0.0

          effect 2: drop shadow

               opacity- @-0:40 keyframe1 = 50% -> @-0:00 keyframe2 = 0%

               distance- @-0:40 keyframe1 = 14.0 -> @-0:00 keyframe2 = 0.0

     repeat sequence of clips several times other "back-side" images throughout sequence selecting 3 clips (flip-up front-side, flip-up back-side, , lower clips), holding alt, dragging new point on sequence, , replacing back-side image (again, using replace clip...).

     noted above, after first duplication, copy of flip-up backside clip , lower clip have key frames shifted -1 frame; after couple more duplications, shift 1 more. desync obvious @ point , fixed duplicates, problem persisted , haven't bothered seeing precisely how many duplications required however-much-more shift in key frames.

     there never- far have tested- change in key frames flip-up front-side when copying 3 clips, if copy flip-up front-side itself, key frames shift -1 on first duplicate, not appear continue shifting further after that.

some acknowledgements:

     after effects exists; have never used after effects , until past weekend did not own it- regardless, doesn't justify behavior premiere.

     haven't tried making these clips subsequence , duplicating , modifying images within subsequences. imagine would work around problem @ cost of having bin 50+ subsequences in (which seems bit cumbersome). again, though, rather address problem itself.

thanks in advance!
