DITA Hotspots

i using framemaker 2015 create dita 1.2 xml files

i trying create hotspots on images:

<imagemap><image href = "../maps/_images/lifecycle_partition.png"

scale = "40" />

<xref outputclass = "fm:" keyref = "access_control_policies">access

control policies</xref></area></imagemap>

however, image not have hotspot , text "rect", "2,0,53,59" , "access control policy" appears under image.

the text appears on document view, pdf , html5 outputs.

when try using hotspot mode in graphic tools, warning on save of:

framemaker not support dita multiple graphic object in single frame.

so, how create hotspots using framemaker dita?

even facing issue. there link explains how use image map. oxygen explains image map usage clearly, unfortunately, same not in adobe.
