Photoshop Elements 10 fails to go beyond the "License Agreement Screen" Windows 10

i've used photoshop elements 10 on win 7 machine several years.  upgraded win 10 on same machine.  didn't try pse10 right away when did asked me serial number.  entered number , seemed ok until got "adobe software license agreement screen"  there 2 buttons on screen clicked "accept" , waited start edit photos.  next thing see same  "adobe software license agreement screen".  sort of directions on shampoo bottle "wash, rinse, repeat" on , over.

 

i tried uninstalling/reinstalling cd same results.  tried ps premiere elements again same results.

 

a search of forum tells me , not compatible. i guess can take ever answer like.

 

is there can me this?

Adobe InDesign CC 2017 has stopped working

after installing indesign cc 2017 first time, when try launch application error "adobe indesign cc 2017 has stopped working" i have tried following: uninstalling , reinstalling indesign deleting files c:\users\<user>\appdata\roaming\adobe\indesign , c:\users\<user>\appdata\local\adobe\indesign i've uninstalled (i think) fonts had downloaded , installed restarted computer many times signed out of creative cloud , signed in   i able install , run on different computer i'm assuming there sort of conflict or missing component on computer.   computer details: processor intel core i7-4770k ram 16 gb os windows 10 pro ver. 1607 build: 14393.447 video card nvidia geforce gtx 970     this error windows event logs: faulting application name: indesign.exe, version: 12.0.0.81, time stamp: 0x57f545c7 faulting module name: appframework.rpln, version: 12.0.0.81, time stamp: 0x57f547eb exception code: 0xc0000005 fault offset: 0x000000000009fa88 faulting process id: 0xcac...
