Help needed, "DynamicLink is not available"

i've been trying fix photoshop cc error hours on end won't go away. when attempting import media through timeline or import through video frames layers, error "could not complete video frames layers command because dynamiclink not available."

 

i've tried uninstalling , reinstalling multiple times, i've tried restarting computer, tried closing , waiting reopen again, i've gone through countless forum threads looking answers, i've tried installing dynamiclink updates adobe website (after errors/cancels , tells me along lines of "this update not you") don't know @ point! nobody else's solutions have helped me feel i'm on own unless can me.

 

it used work in past just.. doesn't. use windows 8.1 pc. please if can, i'm @ wits end.
