Font formatting is lost when converting html to pdf

after each election set of html files contain election reports generated third party voting software.

the html files wrapped in <html><pre> tags files display correctly fixed width font, ie courier.

when use acrobat dc convert html file pdf, acrobat substitutes times new roman font, ignoring <pre> tag.

with variable width font, <pre> report formatting lost, columns don't line up.

i've tried inserting inline style statement font-family:courier, ignored acrobat dc.
