for example, i'm creating shape layer circle, people copy , paste layer , position them correctly? or there specific effect that?

that halftone pattern in screenshot easy create using third-party plug-ins or respective filter in photoshop. can created using stock ae effects motion tile, cc repetile , card dance create array of circles , scale based on gradient map. nothing complicated, require basic knowledge of how these effects work. likewise, shape layer repeaters used extent. realyl depends. other patterns other techniques may apply. there isn't "one fits all" solution , yes, on complex patterns can mean end placing lot of layers manually.
