photoshop elements 15 does not work and has a circle with line across inactive software

my software inactive , non of photo editing or importing photo edit works can assist in this

• are facing issue while launching pse editor and/or organizer or @ later stage?
• mention os , it's version.
• what mean when "inactive"? freeze? or becomes non-responding? or crashes?
• please attach screenshot of error message get, if any.
• elaborate steps of scenario executing when face problem.
