PS starts very slow due to temp files

i running windows 10 x64 , ps cc (2017 release). using internal d drive temp drive (set in preferences).

while working in file can see temp file being kept @ d drive, , when exit ps, temp gone. great.

but, when open ps again, takes ages program launch, because, tourns out empty d drive misteriously opening previous generated temp file again. same file apparently had disappeared when exit ps before. wrong it? began act way week ago. have unistalled new ps version, reinstalled again. problem disappeared few hours, came again. problem awful , time consuming. how can fix it, please?

also, launch photoshop without loading 3'rd party plugins following steps below:

• close photoshop.
• hold down shift key , launch photoshop. dialog appears during launch reads “skip loading optional , third-party plug-ins?”

• skip loading dialog box.
• click yes skip loading optional , third-party plug-ins.
