Same Object looks different on different pages

hello helpful indesign experts,

 

i've copy-pasted text first page identical header on second page, , looks different.

 

both pages headers simple blue rectangle of same size , color. 

 

both pages text same size font, both regular (aka not bold) same spacing, etc.

 

on second page, words appear more faint, though first page's text bold. 

 

on third page, goes normal again. 

 

what cause of this, , how can correct 3 pages' headers same?

 

thank much!

any form of transparency on page cause text bolder on screen , in low-res print output.
