I'm curious: Why can't my computer play a 4K photo-jpeg clip smoothly?

i'm sorry if isn't appropriate forum, couldn't think of better one. i'm hoping might have clue problem is.

 

i have 4k photo-jpeg clips i've created (with after effects cc, if matters), , i've been trying figure out why can't play them smoothly on computer. @ best play @ 15fps; @ worst (different video players) stutter crazy, , audio choppy (on & off seconds @ time).

 

i'm running win 10 64-bit, , when using task manager's performance monitoring, can't see anything being utilized much:

cpu: 31% max, 29%

memory: 19%

disk: 53% max, 0% (file playing ssd)

gpu load: varies 16% - 41%,

gpu memory controller load: varies 9% - 28%

 

these figures when using win 10 "movies & tv" app. haven't examined resource utilization when running other players, none of other players i've tried (vlc, windows media player, mpc, potplayer) plays these clips better.

 

my hardware decent, 6700k cpu (skylake), 32gb ram, win 10 on separate ssd source file, , gtx 1070 gpu.

 

i realize photo-jpeg clips resource intensive , tough play smoothly @ full speed, can't wonder resource stopping playing them doing so.

 

any ideas?

do have indexing turned off on drives?  how many processes running in task manger when doing this?  have tested performance of drives crystaldiskmark?
