Problems with the units of measurement in Illustrator 2017

hello!

i had problem units of measurement in illustrator.

here's screenshot of window "handling of circuits"

previously, there separator ",". not.  mean before "97,912 mm", it's "97 912 mm".

the same situation other objects , settings. example "stroke thickness". here's screenshot:

there must 0,25 pt, 0,5 pt, 0,75 pt etc instead of 0 250 pt, 0 500 pt, 0 750 pt.

 

the main problem when try move object scrolling mouse, object "flies off" screen @ distance 1000 pt instead of 1 pt.

can me solve problem?

in cases, avast antivirus has been cause. may try disable or uninstall it.
