When I make outline, only shaper tool used area doesn't work.

the black area used shaper tool.

 

when make outline, shaper tool used area doesn't work. changed black line , different stroke.  love shaper tool, couldn't use lot. me? 

 

can please describe step step, doing (this includes how select, color set, click).

please describe expect. if don't know expect, can't tell right wrong.
