Photoshop Fly Out menu appears automatically

hi, hope can help.

 

recently upgraded cc in work , have found issue when selecting tools, automatically show tools group options, have click 'twice' on tool icon hide options , use tool.

 

i have same cc account running @ home on 21.5 imac, os sierra no issue

 

i used clicking once on toolbar select tool need, using it, or click , hold tool group options.

 

i cannot see obvious setting anywhere.

 

any appreciated gets frustrating when working between home , office.

let's try edit menu > toolbar , click on "restore defaults" see if clears up.
