Index Color Plugins and Options

hello,

 

i have common issue in field , curious if "the world of photoshop users" might have solution or aid. need plugin, filter, action or other software can use eliminate pixels in (x) axis or horizontal plane under 3 pixels wide. in essence pixels fall under standard become neighboring color through action. function cycle through few times until solved issues throughout design.

 

i know possible because similar functions in other softwares remove single pixels. other functions locate pixels meet criteria. possible achieve.

 

any ideas? thank in advance time.
