Photoshop Elements 15 not usable

i have installed new version pse15 (german version). use window 10 pro.

after installation started organizer.

but in organizer pull down menus not working.

on top of windows menus file, search, view, etc. not open. can click onit no menu opened.

same choice menu of import, create etc.

the editor ist working fine, organizer not usable @ all.

any welcome.

do have windows task bar set "auto-hide"
