Canvas won't resize

i have picture 138 centimeters 118 centimeters , want make canvas twice height.  when enter centimeters , hit ok, goes inches.  i've checked, unchecked, closed, opened, started new , nothing helps.

i have mine defaulted inches click on centimetres -then enter new height click on ok.

if not work can post screenshot of canvas size dialogue before press ok , see afterwards
