Still image with video playing in background

hi,

 

in timeline on v1 have video playing, , added still image on v2, , set frame, in effects scaled photo. 

 

the photo cropped vertically, there's bunch of empty space on left , right sides, , that's showing video playing.  want black background behind photo, 5 seconds it's on screen, audience isn't seeing motion picture in background.

 

to solve problem, need add black video in project window , place in timeline on v2/v3? 

 

what if want add effects dissolve on photo?  need add effect both v2 black video , v3 still image?
