Can't install Photoshop 13 LS16

i trying download photoshop 13 ls16. have dmg file in mac os sierra unable download it. once installer starts says:

i tried running cs5 cleaner tool wasn't successful. went link:

and downloaded cc cleaner tool (doesn't seem same cs5 cleaner though not sure if matters).

i tried cc cleaner got following issue:

the site says uninstall adobe creative cloud when go the installer folder have nothing uninstall:

adobe installers empty.

then did run cleaner regardless think confirms there nothing clean:

but seems trying clean little.

not sure how else proceed or did wrong. suggestions?

the images have attached not visible, request reattach them or follow troubleshooting shared in following document , share results:installing creative suite on macos 10.12 (sierra).
