Select and Mask + Tilt-Shift

hi,

 

i wanted add shallow depth of field , did following:

 

open pic > option + cmd + r (select , mask) > w (quick selection tool) > b (brush tool, finish off) > output to: new layer layer mask (did not check decontaminate colors) > add mask selection > shift + cmd + > select original pic next mask > filter > blur gallery > tilt-shift > crank blur 100 px > no visible result.

 

oddly enough can see blur effect in layer thumbnail not in main picture.

 

what doing wrong?

can screen print have done can take look?
